After hearing this message, the Committee decided to establish feeding stations for workers digging trenches near Lvov.
As the activity of the Zemstvo Union on the South-Western Front grew, things became more and more difficult for the Committee. go into details of the work. It was necessary to divide the responsibilities for managing the activities of the Union in Galishchi among the authorized representatives and create departments under the Committee that would deal with the affairs of various institutions of the Union. On January 30th, the Committee for the first time dispersed the work among its members,
In this meeting, A.P. Melgunov was elected as the deputy of S.P. Shlikevich and F.I. Gayarin, in case of their absence. The Committee entrusted him with the management of the Union's cash register, the house in which the Committee's administration was located, the staff of servants and the stables. Lviv warehouse, automobile! The Committee transferred the garage, workshop and the entire commissariat department to V.V. Stakhovich's building.
B.V. Rall was entrusted with the management of the stages and for the advanced detachments.
Gr. A.P. Tolstoy took upon himself personal reports to the highest military authorities.
At the same time, a secretary of the Committee was appointed and the composition of the office was determined, which was supposed to have seven employees, including an accountant and his assistant.
It soon became clear that the multifaceted and complex work of the Union required that the members of the Committee be distributed among departments that would be overworked.
Therefore, on February 14, the Committee made a new distribution of responsibilities between the commissioners.
The medical unit and evacuation points were transferred to F.I. Gayarin’s military department, and the Committee invited gr. A.M. Sabansky to take part in this work.
Personal relations with the highest military and civil authorities were still entrusted to gr. A.P. Tolstoy, who also took over the work of organizing the forward detachments of Zavfdyvane
B.V. Rall was entrusted with the milestone points, and his assistant was named V. L. Glovatsyu.
E. A. Elachich took upon himself the installation of boilers and supervision of medical nutrition stations, baths and laundries. The tanning department was entrusted to M. A. Jelacich.
The distribution of work among the members of the Committee, carried out on the day of February 14, shows that already at that time the work of the Union on the Southwestern Front had reached significant levels. Since then, the establishment of the Committee has continued to grow:. on the one hand, new enterprises arose - the Procurement Department, the Technical Bureau, feeding stations for trench workers, on the other hand, the activity of the previously created institutions increased. But soon the work of the Committee in Galishchi was temporarily disrupted and partially interrupted.
Already at the beginning of May, in connection with the offensive of the enemy, it was necessary to raise the question of the Committee leaving Lvov and transferring most of the Union’s institutions to the territory of Rosai.
However, the Committee continued to work in Lviv almost until the end of the month, and only on May 26 its property was transported to Radzivilov. On the 6th, the entire Committee moved there, and a few days later, it was decided to move the Committee from Radzivilov to Kev.
During the enemy's offensive, almost all of the Union's institutions had to be evacuated and set up in new places. After some time, everything was restored, and soon the work of the Union on the Southwestern Front reached a much greater extent than in the Galishchi period.
At the same time, in view of the needs of the army becoming clear at that time, the Committee introduced changes to the work of those already established! and created new ones.
Dressing and feeding transports have now been added to the forward detachments.
The advanced detachments, due to their size and cumbersomeness, could not take on the servicing of the cavalry units.
Therefore, the idea arose to form dressing and feeding transports that would be mobile enough to work with cavalry divisions.
By the end of June, the Committee formed 3 dressing and feeding transports and sent them to the army.
The head of each transport was placed in charge of transport, and initially only low-level medical personnel were assigned to the transport, and later doctors were appointed to the transports.
Dressing and nutrition transports are located 3-6 versts from the battle site between regimental quarters and military hospitals, where they send the wounded after preliminary dressing,
