On December 1, 1914, a council was convened consisting of representatives of the All-Russian Zemstvo Union and persons attached to the representative of the Supreme Head of the Sanitary Evacuation Unit in Galishchi. The meeting discussed organizing the cleaning of trains and established the costs required to set up the corresponding points.

Then measures were taken with the aim of organizing medical care for the minor population of Galishchi. For this purpose, on December 6, the Council of the Hospital in Stry was convened, which decided to supply the hospital in Stryz free of charge with medicines and dressings, and later it was decided to put about 38 local hospitals into operation.

Finally, at the beginning of January, it was conceived to serve the cafe in a sanitary sense of the stages through which, on the one hand, troops and all kinds of transports marched to the positions, and on the other hand, prisoners sent to Russia passed.

On January 7, representatives of five organizations operating in Galishchi (the Noble Organization, the All-Russian Zemsky Union, the All-Russian Union of Cities, the Warehouse of Empress Alexandra @eodorovna and the Red Cross) turned to the Supreme Commander-in-Chief with a proposal: “to provide assistance to horse-drawn transit points with feeding arrangements, tea allowance, washrooms and baths, shoe repair shops, disinfection assistance, improved overnight conditions, outpatient clinics, emergency rooms.”

The Supreme Commander-in-Chief responded to this telegraphic proposal on January 9 with the following telegram: “Lvov. To the Governor General, for General Petrovo-Solovo, 65. I sincerely thank the Noble Organization, Vserosoisk. Zemsky Union, All-Russian Union of Cities, Warehouse of Empress Alexandra @eodorovna and the Red Cross for their desire to provide assistance to horse-drawn transit points. I completely agree with the organization of this. Adjutant General Nikolai."

The Zemsu Union took upon itself the work of equipping the transit points, and in the second half of January energetic activity in this direction begins.

As the activities of the Union developed, new employees joined S.P. Shlikevich and F.I. Gayarin. At the end of December, representatives of the Main Committee of the city were already working in Galishchi. A. P. Tolstoy, gr. R. R. Kapnist, B. V. Rall, V. V. Stakhovich and gr. A. M. Sobansky, and several authorized assistants.

The Main Committee was too far away and was not in a position to directly supervise the activities in Galishchi. It was necessary to create a local Committee that could direct the work of all institutions of the Union in Galishchi and independently resolve issues that arose in the process of work.

On January 9, in Lvov, a meeting of all authorized representatives of the Union was held, with the participation of member of the Main Committee V.V. Vyrubov; At this meeting, brief regulations on the activities of the Committee were developed and elected: chairman - S.P. Shlikevich, fellow chairman - F. I. Gayarin.

Afterwards, on January 16, 1915, the Regulations on the Galicia Committee were approved by the Main Committee, and the Committee included representatives of the Union working in Galicia. He was chosen by the Lord. Lviv.

AND.

The committee began its work by addressing the issue of the correct organization of forward detachments.

In the very first meeting—January 9, 1915—it was decided to completely reform the Second Advanced Detachment; it was necessary to replace the free-hired orderlies with military ranks taken from the South Caucasian weak commands, and to significantly increase the number of horses and carts. Even earlier, the same changes were carried out in the First Detachment, after which the productivity of its work immediately increased: in January alone, the Detachment made 1049 dressings and transported 459 people.

In the same period, when it was recognized that it was necessary to reform the Second Advanced Detachment, the Committee found it desirable to increase the number of detachments operating in Galishchi.

Since March, new ones begin to join the advanced detachments located in the Committee's headquarters: in March they arrive in Galicio the Fifth and Tenth detachments began work in April, the Fifteenth and Twelfth detachments began work, and finally, at the beginning of May 5, the Twentieth Black Sea detachment set out from Lvov.

Thus, in Ma in the VBdBni of the Committee there were seven advanced detachments.
