SOUTH BORDER RATON, OTDL p.

STRATEGIC OUTLINE.

The border of the Southern Border District of the Cleves Military District to the west is Galisha, to the south is the river Dn$str, to the north and east is a conditional line passing through New. Oleksinets—Lubar—Vinnitsa and Yampol.

Along the front the area is about 150 ver., and its depth is approximately the same.

Adjacent with its entire western border to Austria and being close to the borders of Romania, the region in question could become the main or private theater of war in the event of a war with one or both of the above-mentioned states.

Depending on whether Austria will act independently or as part of the triple alliance, as well as what part Rumania will take in this war, the general situation may be expressed in the following:

r) Austria can concentrate all its forces against the troops of our advanced theater of war, and put up a barrier on the southern sides.

2) Austria can, by setting up barriers to the sides of our forward theater, head towards the main forces.”

&onthe limits of the northern and southern regions to capture political and industrial points, such as: EK\eva, Odessa or crossing the middle flow of the river. Dneira-Cherkas, Kremenchug.

If at the same time Romania is on Austria’s side, then the latter, regardless of the operation against the troops of the Oldesse Military District, can either strengthen the troops of Austria.

‘stri, in one of the above directions; or, hiding behind r. Lnstrom, send your forces to the flank and rear of our troops located in the southern region; or, operating in the direction of the Yu.-3 line. zhel. roads, set up a sebf and destroy the connection between the troops of the E!evskato and Odessa military districts.

For us, the Southern region can have the following significance: located at a ledge back in relation to our advanced theater, it is in a flank position relative to the entire advanced theater of Austria-Galisha, and adjoins the fortified flanks of the main Austrian defensive lines (the Dniester and Carpathian lines), so occupy it with our troops, at least only With the threat to the flank and rear of the Austrian troops operating in Galish, Austria will inevitably call on part of the forces sent to the region and tbm weaken its forces in the main (selected) direction. (Unless one passes directly through it).

From the above, the following conclusions can be drawn:

d) During wars with us, Austria will inevitably send a significant part of its forces to the region, and the Southern region will thus become one of the theaters of military operations.

2) Through the region you can direct your operas to Romanian.

3) Within its limits a concentration of our forces can occur.

Thus, the following operational directions can pass through the Southern District:
