4) In order to keep some of the teachers at the IFSTB longer, it is necessary to grant them the rights of real employment on the same basis as non-combatant lower ranks serving in military departments and institutions. In the present situation, which does not offer teachers any rights or advantages, the most capable of them do not remain at the IFST for long, and at the first opportunity they leave for lucrative positions.

5) It would be fair to also give teachers even a small pension for extra cash.

6) To remove half of the salary from teachers completely dependent on society, and increase it for large schools to 200 rubles, and for small ones to 120 rubles. per year. To carry out this task, the army must, at the beginning of the year, open in the treasury the necessary loans from military funds, from which the atamans will satisfy the teachers, and expenses from the military capital will be replenished with deductions from public funds. True, this will create a little trouble for the military authorities in transferring, demanding and distributing sums, but in return the soldiers will be freed from dependence on the village atamans and treasurers, who, taking advantage of their position, sometimes do not give them salaries for several million.

T need from one school to another, since this has a very detrimental effect on the quality of education.

The cause of public education in the troops can be of great help by introducing free reading rooms, libraries and reading rooms with holy paintings in all villages and villages. Small reading rooms and libraries have already been opened in some villages and villages since 1897 with public funds, and a special charter has been drawn up for them. The Central Library's open reading room and library, as stated in the charter, is to give the opportunity to all residents, regardless of gender, age, education or condition, to use books and periodicals for free for reading at home, without any fees for this right. The reading rooms are located in the collections of village and noselkov boards, which are spacious, warm and bright rooms. Books, newspapers and magazines are delivered to anyone's home at any time without any collateral or guarantee. Books for libraries were issued through the Kharkov Literacy Committee. The following newspapers and magazines are mandatory: local newspaper, “Rural V\5stnik”, “Leisure and Business” and “Sunday”. In my opinion, the librarians are no longer content with these crap, but copy out other materials that are permitted for reading rooms.

In order to interest the population and attract them to use the library, in the villages there are non-silent readings with St. Petersburg paintings, to which almost all the population turns out, so that due to the lack of space for all those who want to read, they have to indulge in reading.
