But since the role of the Cossack school is not only to be a breeding ground a source of mental education for the younger generation, but also a conductor of military development in the spirit of Cossack traditions and military discipline, then, with the abolition of the preparatory category, special attention must be paid to this aspect of education in men's schools. Therefore, the number of subjects of the school course should be introduced according to a special program, as compulsory subjects: the necessary training for the private, since they are related to the student, trained in passive gymnastics and on machines, as well as formation in the pre-platoon training. Practical combat training for students of the two senior departments is carried out in the month of September. \The training in combat training can be entrusted to teachers, and if this is not possible, then for special rewards there will be special rewards for combat drill officers, of whom there are enough in every village. This mfra, in connection with the involvement of students in church parades as often as possible, we will encourage the organization of horse racing and horse riding for prizes, we will take the supply towns, which, as stated above, have long been introduced in the villages, will develop in them the military spirit and consciousness of duty of service. True, even today in some schools attention is paid to this aspect of the education of students, for which they also have wooden weapons (guns, checkers and kicks), but these activities are not included in the system, and therefore do not bring the benefit that they could bring if the matter was set up correctly. But, developing fighting qualities in Cossack women, one should not forget that the Cossack is not only a warrior, but also a plowman, the breadwinner of his family, and that his serviceability in services entirely depends on his economic well-being, and therefore is necessary.
We need to apply it to practical life. A means for this can be the development of schools in the widest possible range of manual labor. Although manual labor has already been introduced into our schools since 1896, but with one exception, it has not yet received proper development due to the lack of knowledgeable people who could supervise it. Stanitsa and village schools are the main and almost the only breeding ground for literacy and general education in the military, since there are no other educational institutions there. True, these military children still learn in general institutions, middle and higher, but the percentage is the same
The number of students to the total number of students is relatively insignificant (19/0) and, moreover, this is almost exclusively from the privileged class, which usually then fills up the ranks of military officials. It would be highly desirable to open several more scholarships in specialized higher and secondary educational institutions for the training of officials in agriculture and mining, as the most important sources of the national well-being of the army.
To train officers who meet the modern requirements of military service, the army has 30 scholarships in the Orenburg Cossack cadet schools, for which all ranks of the military class are accepted, and 62 scholarships in the cadet corps, for which only officers and officials are accepted. The number of scholarships in the buildings for a long time does not meet the real need for them, since there are always many more people willing to enroll, and there are free vacancies! So, for example, in 1898 there were 34 applicants, but only six available vacancies.
Taking into account that the education of future officers is carried out in the interests of the national benefit, it would seem fair, according to the example of the relatively rich Don army, to attribute the expenditure on these scholarships to the treasury, and to double their number. Although the Orenburg army, together with other Cossack troops, was given the right to fill vacancies in the Don Cadet Corps with its own children, this right has not had to be used until now, and, probably, it will not be necessary, since it was given with the condition that there are free scholarships left there, which has not yet happened.
People's health.
