Russian officers'). The most comprehensive report from the Military Collegium says the following about this.
“Engineering and Mining officers, both in ranks and in salaries, are distinguished from army officers, for the fact that they are superior to other officers, as soon as they serve with an ordinary sword, and their skill in front of army officers, besides ordinary service, is therefore unnecessary, for the sake of this in other parts, which are skillful officers in engineering, before them they are promoted to higher ranks, that’s why they are appointed and receive a salary.”
General De-Coulomb also argued about comparing the ranks of Engineering officers with artillery officers, submitting a report to the State Military Committee on October 21, 1723 “about the benefits and necessity of equalizing the ranks of Engineering officers with artillery officers 3).” (See Appendix 1U). |

1726 After General Bruce, who was dismissed on June 14, 1726, due to old age, from service, General Ginther was appointed temporary head of the field master's unit. This unexpected circumstance greatly interfered with the plans of de Coulomb, who was already beginning to act independently and independently of the Feldzeichmeister General. General Ginther no longer looked so peacefully at de-Coulomb’s independent position in matters of the Engineering Unit, which had recently been completely dependent on the Artillery and had not yet managed to completely separate from it.
Concluding this period, one cannot help but pay attention to the fact that Emperor Peter, when establishing the Engineering Troops, also paid attention to their specialized education and practical training in peacetime.
Without any doubt, initially the circle of educational activities was limited to the most elementary and incomplete study of the subjects included in what was then called “Engineering”. The composition of “Engineering” included: fortification, architecture, ariemetics, geometry and trigonometry. Despite all the brevity, the study of these sciences could not help but make it easier for Russian Engineers to perform their duties in official career, in which until Peter | Foreign Engineers were the main managers.

With the founding of the St. Petersburg Engineering School in 1719, educational
This part received a more correct organization. This assumption is also confirmed by the fact that both schools were already in direct contact with more experienced and knowledgeable German Engineers: St. Petersburg - engineer-captain Goltsman, and Moscow - engineer Reuter. Practical classes in the Engineering part were also part of the training course, and this is what Emperor Peter 1 wrote, on December 11, 1723, to Feldzeichmaster General Bruce: “To study Engineering and Mineral Engineering, it is necessary, from the boom, to practice on the ground, first with small models, and then usually, as follows, part aproshev, tavozhie glanders and halls across water ditches, as well as mines, for which the old fortress of Kanetskaya is convenient, of which there is still one bastion, and there are remnants.”
To spread practical education, the Highest Decree took place on December 16, 1723!). Following this command, General Feldzeichmeister Bruce ordered the Mining Teams from all places to gather in St. Petersburg, where practical work was carried out, under the leadership of Major General de Coulomb. This can be said to have laid the first foundation for the proper organization of practical activities of the Field Engineering Troops.
