By the Most High permission, a notable increase was carried out against the previous years of the troops of Her Imperial Majesty, as a result of which in the Engineering Corps of the lower ranks, so that they with the best they could perform service in a row, multiplying as necessary is recognized as follows5The following order:

Establish a regiment and call it Engineers, in which there will be, in addition to the current one, one miner company: five companies, and with one there will be a six company, that is, two miners, 2 schoners and 2 craftsmen, each of two hundred and fifty privates, with the appropriate number in that regiment of Headquarters Ober and non-commissioned officers and other ranks.

And the Headquarters and Ober-Oeitzers will be determined from among the Engineering Officers, who will receive the same salary from the same Engineering amount, so that in time of peace they will be distributed among the fortresses; to be selected as non-commissioned officers, as sergeants from third grade conductors, and as captains and fouriers from first grade students; and pay them the salary required for this staff "from the amount of the conductor's salary and for promotion according to seniority they should consider the sergeant and second-class conductors, and the captains and furiers with third-class conductors, and the corporals should select from the best craftsmen the soldiers assigned to that regiment, who were reviewed by them over the privates in the companies and were trained in this. And both non-commissioned officers and privates will be provided with a gun, uniform, ammunition and tools and other things required by this staff. All ordinary people should be craftsmen, namely: in the miner's company, those who are very knowledgeable in miner's work should, in the Schoner ones, those who know how to weave tours, knit fascines, lay turf and cladding the earth, so that in times of peace in the fortresses, and in times of war with the army, they can do both themselves and those assigned to them; In the two companies of artisans there should be all people who know different skills, that is, carpenters, joiners, turners, wheelwrights, carvers, blacksmiths, mechanics, masons, plasterers, who know how to make and burn bricks and burn lime.

Yes, in all the above-mentioned companies, both in the miners and in the poners, in addition to their positions shown, there would be knowledge of the above-mentioned ‘skills’, and without craftsmen people cannot be assigned to this regiment, and they must now be recruited from the Garrison regiments (or from where those capable of being in that regiment will be found), since there are quite skilled people in them, then that regiment will continue to be recruited For this reason, I will take the example of skilled craftsmen who were usefully used by the regiment during wartime with the army in their own positions with a gun and with the ammunition belonging to the military personnel to be used in the necessary places; in peacetime, by replacing freely hired artisans with greater government profits in various craft works, they are distributed among the fortresses and, however, will reduce no small amount from the hiring of free people accordingly.

That free artisans are hired with a salary of large tsfn and not less than 3 rubles 50 kopecks. for the most part, carpenters and masons receive up to 4 rubles. 50 kopecks per month of wages - is produced, but over time it is not possible to get it for self-needed work and for rent, from which the collapsed stone walls and wooden structure come to a worse condition, which, over time, after hiring craftsmen, will require more money for repairs than could currently be used for repairs.
