On October of the same 1723, Emperor Peter |, in his own hand, wrote to the Military Collegium, among other things: “about the anschitalt artillemi: the roofing paper should be corrected, like artillery, tax and servants, such as Engineers, % Miners, so that there is no shortage and the anital of the Engineering special/chwo, seeking to resolve this Primtira's state."
As a result of these orders, General de Coulomb drew up, our first, a project for the arrangement of the engineering part and its management 3). (See Appendix III).
This project was presented from the artillery office to the Military College on May 22, 1726 and, apparently, did not arouse the anti-trade, because on June 25, 1726 it was decided to establish a special office (office) for General de Coulomb, with the appointment there of officers and clerks, in whose offices the affairs of the built and “repaired” fortresses, as well as for the management of Engineers and Miners.
The instructions compiled by General De Coulomb set out in some detail the duties of the Director General and the Major General in peace and war. They consisted of the following: the director general was obliged to have the most detailed information about the existing fortresses, to monitor their good condition, personally visiting the main fortresses for this purpose every year; personally engage in “repairing” and building fortresses; monitor the condition of the personnel of the Corps of Engineers and “know everyone in their proper position.” In wartime, the director general was obliged to be with the main army and was entrusted with: choosing a place for a camp, if necessary, distributing troops for a longer period of time; construction of roads and management of the attack and defense of fortresses. From the same instructions it is clear that the Mineral Company was used for work during sieges of fortresses, as well as during their defense, receiving all sorts of benefits! since it was indicated directly from the general director what must be fulfilled by them. The Director General was also entrusted with overseeing the teaching of the Engineering School, visiting it personally twice a month. The duties of the major general are

Their job was to be a direct assistant to the director general and take over for him during his absence.
1724 According to the petition of de Coulomb, the Highest Commanded, on January 13, 1724 1}, the engineering officers were divided according to the nature of their duties into Polevye (serving with the troops) and Garrison (serving at the fortresses). Field engineers are supposed to have 246 people, and garrison engineers 243 people.
This division of engineers was caused by the fact that at that time there were very few mining officers. Meanwhile, the Armenian army was already so numerous and the demands on field engineering were so great that in wartime the need for a significant number of Field Engineering Officers was felt. Therefore, with the establishment of the Field Engineers, they were entrusted, among other things, in wartime, with carrying out some of the work that now constitutes the direct specialty of the Field Engineering Troops.
On January 21, 1724, the composition of the Minernaya and Pontoon companies was slightly changed?).
Their states were developed in the house of the Feldzeichmeister General, in the presence of His Majesty, together with the Senate members. According to these states it was necessary to have:
